Alle norskregistrerte biler på opptil 3,5 tonn skal på EU-kontroll annethvert år, fra og med det fjerde året etter at bilen ble registrert for første gang. Eller med andre ord; bilen din må på sin første EU-kontroll innen det fjerde kalenderåret regnet fra tidspunkt bilen ble registrert. Deretter skal den på kontroll hvert andre år. De aller fleste personbiler og varebiler som kan kjøres med førerkort klasse B er dermed inkludert i ordningen. For ambulanser, taxier og biler med en tillatt totalvekt på over 3,5 tonn, gjelder andre regler. Disse kjøretøyene skal på EU-kontroll senest ett år etter at de ble registrert første gang. Selve navnet “EU-kontroll” kommer for øvrig av at ordningen ble innført i Norge i form av et EU-direktiv.

Hva er poenget med kontrollen?
Poenget med kontrollen er å forebygge ulykker gjennom å sørge for at landets samlede bilpark holder et godt sikkerhetsnivå. Det har altså med din og dine medtrafikanters trygghet å gjøre. I tillegg sjekker man at bilene ikke forurenser mer enn tillatt.
EU-kontroll før salg av bil?
Vurderer du å selge bilen din, vil det være en fordel at du kan dokumentere at den nettopp har passert en EU-kontroll. Dette gir trygghet for kjøperen, som kan føle seg sikker på at bilen holder god teknisk stand, og at det er en god stund til neste kontroll.
EU-kontroll før kjøp av bil?
Tilsvarende gjelder hvis du selv vurderer å kjøpe en bruktbil: Sjekk når siste EU-kontroll er utført, samtidig som du sjekker om eieren har fulgt bilens serviceprogram. Hvis det er store huller i serviceheftet eller bilen selges rett før den skal på EU-kontroll, er det grunn til å være ekstra aktsom.
Er EU-kontroll et bevis på at alt er i orden?
Når det er sagt så er en bestått EU-kontroll i seg selv ikke noe bevis på at alt er i orden med bilen. Det er nemlig en lang rekke punkter som ikke sjekkes på en EU-kontroll, for eksempel klimaanlegg, elektronikk, musikkanlegg, vindusheiser (mekanismer som brukes til å heve og senke siderutene i en bil) og så videre. En bil kan altså være EU-godkjent og trafikksikker, men likevel et dårlig kjøp. En godkjent EU-kontroll må derfor ses som et pluss, men ikke noe mer enn det. Hvis en bilselger legger veldig stor vekt på at bilen har passert EU-kontrollen, bør du være like kritisk som hvis bilen selges kort tid før fristen for kontroll.
Hvem utfører EU-kontroll?
EU-kontrollen kan du få utført på et autorisert bilverksted godkjent av Statens vegvesen, eller på en av NAF sine stasjoner.
Hvem har ansvaret?
Det er ditt ansvar som bileier å sørge for at bilen blir sjekket innen fristen. Hvis du lar være å gjøre det, eller ikke får kontrollen utført innen fristen, har du ikke lov til å kjøre med bilen, og risikerer at den blir avskiltet.
Hva kontrolleres?
Hovedformålet med EU-kontroll er å opprettholde bilens sikkerhet. Kontrollen omfatter 150 punkter, blant annet sjekk av samtlige lys, bremser, dekk og frontrute. Bilen sjekkes også for rust som er, eller kan utgjøre, et sikkerhetsproblem. I tillegg sjekker mekanikerne at bilen ikke slipper ut mer avgasser, altså eksos, enn tillatt. Kravene til maksimalt utslipp er ulike for henholdsvis nye og eldre biler. Om du har en eldre bil som forurenser betydelig mer enn en ny bil, så vil altså ikke det i seg selv bli regnet som en mangel.
Hvor lang tid tar EU-kontrollen?
Selve kontrollen tar som regel mellom 45 minutter og en time. Har du avtalt en time, kan du som regel vente på verkstedet mens kontrollen utføres. På noen verksteder leverer du bilen på morgenen og får beskjed når den er klar til å hentes senere på dagen. Skal feil og mangler utbedres etterhvert som de oppdages, vil kontrollen naturlig nok ta lengre tid.
Verksteder og kontrollstasjoner kan selv bestemme prisen de tar for EU-kontroll. Det lønner seg derfor å sjekke pris hos flere verksteder, i tillegg til NAF som også utfører EU-kontroller - både for medlemmer og ikke-medlemmer.
Med tanke på at dette dreier seg om en standardisert kontroll som knapt tar en time, kan du nok ikke ha så store forhåpninger om å prute prisen ned. Men ved å velge det rimeligste alternativet, kan du spare noen hundrelapper sammenlignet med det dyreste.
En EU-kontroll i Oslo koster gjerne rundt 1.000 kroner, pluss/minus noen hundrelapper. Prisene i 2023 varierer stort sett mellom 850 kroner og 1.500 kroner.
Enkelte verksteder kan utbedre feil og mangler på bilen din mens de foretar EU-kontrollen. Her har du en mulighet til å spare penger, og du slipper å komme tilbake en gang til. Det forutsetter at det ikke dreier seg om store feil som er tidkrevende å utbedre. Spør verkstedet om dette på forhånd.
Om man ikke er spesielt teknisk interessert eller opptatt av bil, er det mange bil-begreper som kan virke litt forvirrende. En ting som er greit å vite, er at begrepet EU-kontroll er nøyaktig det samme som PKK (periodisk kjøretøykontroll). PKK er den formelle betegnelsen, men selv Statens Vegvesen bruker nå for det meste begrepet EU-kontroll.
Det er også viktig å være klar over at EU-kontroll ikke er det samme som å få utført service på bilen. Litt forenklet kan vi si at mens EU-kontrollen har hovedfokus på trafikksikkerhet (blant annet rust, utslipp og støy), så har servicen hovedfokus på bilens driftssikkerhet: registerreim, oljeskift, bytte av luftfilter drivstoffilter og lignende. I praksis er det riktignok en del overlapp, da mekanikerne sjekker en del av de samme punktene, som for eksempel mønsterdybde på dekkene og at lys, bremser og vindusviskere er i orden.
Etter at kontrollen er gjennomført, får du en kontrollseddel av verkstedet som dokumenterer at bilen er godkjent. Det er viktig at du ikke bare stapper denne i hanskerommet, men tar deg tid til å lese den.
Har verkstedet funnet såkalt kode 1-feil, altså feil som er mindre alvorlige, skal disse rettes så snart som mulig. Du har likevel lov til å kjøre med bilen. Du trenger heller ikke komme på etterkontroll for å bevise at feilene er utbedret. Typiske kode 1-merknader er manglende varseltrekant eller refleksvest i bilen.
Selve kontrollseddelen skal være maskinskrevet. Skulle du få en håndskrevet, må du ikke godta den, da det kan være et tegn på at verkstedet ikke er godkjent. I så tilfelle er EU-kontrollen ikke gyldig, og heller ikke registrert hos Statens vegvesen. Du risikerer dermed at bilen din blir avskiltet hvis du blir stoppet i kontroll. Om du opplever det, bør du varsle Statens vegvesens Tilsynsseksjon.
Sjekk ellers at riktig kilometerstand er påført kontrollseddelen.
Finner verkstedet mer alvorlige mangler, er det ditt ansvar å utbedre disse så raskt som mulig. Du vil da få en frist som du må forholde deg til, og du må bestille en såkalt etterkontroll av EU-kontrollen innen denne fristen. Så snart manglene er utbedret og verifisert av verkstedet, varsles Statens vegvesen, og du kan kjøre bilen din som normalt. Hvis du derimot ikke overholder fristen, vil vegvesenet sende deg en skriftlig begjæring om at bilen skal avskiltes. Det betyr at du har kjøreforbud.
Blir bilen avskiltet, må du betale registreringsavgift på nytt for å få tilbake skiltene etter at manglene er utbedret. Det er både dyrt og frustrerende. Rent praktisk er det også utfordrende - du må få bilen reparert, men har ikke lov til å kjøre den til verkstedet. Det lønner seg altså å være i forkant av problemene.
Oslo er den byen i Norge med færrest biler per innbygger. Likevel finnes det over 250.000 biler bare i Oslo, og det store flertallet av disse må altså jevnlig på EU-kontroll.
Statens vegvesen opplyser på sine nettsider at det er over 260 bilverksteder som har tillatelser til å utføre EU-kontroll bare i Oslo kommune. I tillegg har NAF to sentre som også utfører denne tjenesten.
Konkurransen mellom Oslos mange bilverksteder er hard. For deg som bilist er dette positivt, da du har mange aktører å velge mellom, og sannsynligvis kan finne et verksted som ikke er for langt unna der du bor, jobber eller pleier å kjøre. Det kan likevel være ventetid på de mest populære verkstedene, så det lønner seg å bestille time i god tid før fristen.
Vær oppmerksom på at det forekommer at verksteder i Oslo tilbyr EU-kontroll uten at de har tillatelse til å gjøre det. Godkjente verksteder er registrert hos Statens Vegvesen.
For å være sikker på at du velger et godkjent verksted, bør du sjekke verkstedets nettsider for å se om stedet har et bevis på autorisasjon. Du kan eventuelt se om du finner fysisk bevis på dette i kundemottak, venterom eller på utsiden av verkstedet. Ofte er dette i form av et innrammet bevis med logoen til Statens Vegvesen.

Du kan der kan oppgi registreringsnummeret på bilen din og få tilbud online. Sjekkpunkt er en lignende tjeneste.
Selv om du er hjemmehørende i Oslo, kan du få utført EU-kontrollen et annet sted i landet. Det er imidlertid ikke mulig å ta EU-kontrollen på norske biler i utlandet, heller ikke i våre nærmeste naboland. Dersom du skal på en lengre utenlandstur med bilen din, kan det smart å ha dette i bakhodet under planleggingen.

Frist for neste EU-kontroll står på kontrollseddelen du får med deg etter en EU-kontroll. Du får også et brev fra Statens vegvesen. Statens vegvesen har i tillegg en egen app, “Bil og henger”, som blant annet kan gi deg varsler om når neste EU-kontroll nærmer seg. Appen finnes i GooglePlay og i AppleAppStore. Videre har NAF en gratis varslingstjeneste som kan si ifra via e-post eller tekstmelding når tiden for kontroll nærmer seg.
Det er ingenting i veien for å foreta EU-kontrollen i god tid før fristen. Faktisk er det å anbefale, siden du da kan rekke å få utbedret eventuelle feil før fristen for godkjenning utløper. Du kan bestille EU-kontrollen opptil fire måneder før fristen.

Før bilen skal på EU-kontroll, er det lurt å sjekke at du har varseltrekant og refleksvest i bilen. Legg dette gjerne synlig når du leverer bilen. Har du en elbil eller ladbar hybrid; legg frem løs ladekabel om bilen din har det.

Sørg også for at du har vognkortet klart når du ankommer til kontrollen. Del 1 av vognkortet skal alltid befinne seg i bilen. Du trenger forøvrig ikke å ta med både sommerdekk og vinterdekk til EU-kontrollen, det er kun dekkene som sitter på bilen som skal sjekkes. Hvis du av en eller annen grunn er misfornøyd med verkstedets vurdering av bilen din kan du klage. Klagen rettes til Tilsynsseksjonen i Statens Vegvesen.
